CotW to discuss ESR review for Penrhyn St. townhouses, May 1st

In response to a notice from Saanich:

For information, attached is a Report to Council (Environmental and Social Review) for 2590, 2594 and 2598 Penrhyn Street, which will be considered at a Committee of the Whole meeting on May 1, 2017 at 7:00pm, at Saanich Municipal Hall Council Chambers, 770 Vernon Avenue. (See Agenda)

Please note, the purpose of this agenda item is for Council to determine if a Environmental and Social Review is required. We will notify in the coming months when the Rezoning and Development Permit Application is scheduled for consideration.

It is the position of CBRA that an Environmental and Social Review (ESR)
is required, for the following reasons: 

  1. The report flags the issue of the high water table in the area and the large increase in impervious surfaces proposed for the development. It is common local knowledge that the ground is saturated in the winter, and that the entire area east of Cadboro Bay Road is floodplain.  Runoff is an issue for neighbouring properties and the marine environment at Cadboro Bay, 300 metres away.  
  2. The report also states that  "consideration should be given to the implications of sea level rise to the proposed development".  This is a very important matter that requires further study, at this stage, and with public input.
  3. The report states that the proposed multi family is consistent with both LAP and OCP policies regarding the Village Centre.  We are not sure that this is correct.
