Garden Suites Now Legal in Saanich

It is now legal to construct a garden suite with a permit in Saanich. Garden suites are detached, ground-oriented dwellings located in the rear yard of a property with a single family house as its principal use. Saanich expects this will increase the number and diversity of affordable rental housing units available in Saanich. 

A few facts to know:

  • You must apply for and be granted applicable permits in order to build and operate a garden suite.
  • Garden suites can be used for family or as rental units, but cannot be strata-titled, sold or used for short-term rentals (e.g. for an Airbnb or Bed and Breakfast).
  • An owner must live on the property with the garden suite in either the single family dwelling or the garden suite.
  • A garden suite can only contain one dwelling unit.
  • You cannot have a garden suite and a secondary suite.

Saanich seeks feedback on garden suite proposals

Garden Suite Study in Saanich: We’re looking for your feedback!

Join us at an open house to learn what we’re proposing for Garden Suite regulations and design guidelines. This is an opportunity to provide your input before the final proposed regulatory framework is presented to Council this summer.

The proposed regulations are based on community input and include requirements for the location, size and height of garden suites, as well as aspects of building design such as roof form, windows, lighting and landscaping.

Saanich online survey for public input on Garden Suite

 Dear Garden Suite Study Stakeholders,

has arrived! Before everyone slips into holiday mode, I have a few
updates to share with you about our progress on the Garden Suite Study.

  • Community Survey #2 is available online.
    Please take a few minutes to complete this short survey. The questions
    explore, in more detail, potential regulations and they build on the
    results from the first community survey.  
  • Results from the first community survey are now available. The Public Engagement Summary Report No. 1 includes a summary of the results from the first community survey, as well as the public open houses and pop-up displays.
  • Staff will be at community events throughout July and August. Check the website for details, or register online to receive email updates.


Garden Suite Study under way at District of Saanich

Hello Garden Suite Study Stakeholders,

am emailing to let you know about the Garden Suite Study, which is
currently underway in the District of Saanich.  The purpose of the study
is to explore community support for garden suites and to investigate
potential regulatory changes to permit garden suites in the future. The
study will take approximately 12 months to complete and will involve
many opportunities for public engagement. I am contacting you directly
in the hopes that you will share this information with your memberships
and networks.

A survey
is now available online ( We will be hosting
two open houses this month and we will be in the community through March and April with information displays at local recreation centres and libraries.
